Norman B. Handler

Norman started his legal career with the IRS, auditing estate tax returns and, in its National Office, developing estate tax policy. He moved into private practice, first as an associate and later as a partner in a large Montgomery County law firm before joining a small firm which has evolved into Handler & Levine, LLC.

Norman's two primary areas of practice are estate planning, including simple planning for smaller estates and complex planning for larger estates, and estate administration as he helps families to navigate the administrative probate process and comply with federal and state death tax laws.

He was on the faculty of the Georgetown University Law School in their Continuing Legal Education division, and currently is a frequent lecturer on estate planning matters for the National Institute of Transition Planning for government employees, at Montgomery College in their Continuing Education Division, and to private groups.

In addition to an undergraduate degree in accounting and a J.D. law degree, he earned a masters degree (LLM) in taxation.
